Southgate has shown belief in a series of players lacking in form or fitness who had previously been overlooked by Maddison.

The 25-year-old has just one cap, in 2019, and he was controversially photographed in a casino just days after withdrawing from England duty due to illness three years ago.

However, among the players available to the England manager, Harry Kane has scored and assisted more Premier League goals in 2022 than Maddison.

Southgate said: “He’s got it right. We think he can give us something a little bit different from the other attacking players we have.

β€œI think he plays as well as any attacking player in this country. We have different kinds of threats and I think we might need that.”

Manchester City duo Kyle Walker and Calvin Phillips were included despite fitness concerns.

Southgate has conceded that Walker is unlikely to be fit for England’s opening game against Iran on 21 November.

The right-back is on the way back from a thigh injury, while Phillips has played just 13 minutes this season before coming on as a substitute in the 2-0 League Cup win over Chelsea on Wednesday.

On selecting Phillips, Southgate added: “We feel it’s a risk worth taking.”

β€œHe is injury free. We are aware that he will not be able to play for seven 90 minutes and we will have to build up his fitness level.”

Manchester United captain Harry Maguire has been included despite being dropped at club level.

The absence of Chelsea right-back Reece James means Trent Alexander-Arnold’s defensive weaknesses at Liverpool have been overlooked by Southgate to make up the 26-man squad.

Conor Gallagher is another surprise choice in midfield with Southampton’s James Ward-Prowse omitted.

Initially, Newcastle’s Callum Wilson was picked ahead of Evan Toney and Tammy Abraham as Kean’s deputy.

After facing Iran, England face off against the United States and Wales in Group B.
